Laser Data Command
The leader in
encoded card and high-volume production of laminated identification
cards, Laser Data Command, Inc. (LDC) uses unique laser data printing
techniques and today's digital technologies to bring identification and
security solutions to government and corporate clients. LDC has developed
PassPro a card encoded visual identification system specifically for the
airline industry to enhance passenger convenience and provide security
efficiencies. Similar card encoded membership and identification systems
have been developed for health care and other applications.
Additional offerings by LDC include high
volume production of low-cost, high-quality identification cards for use
in health care, financial, insurance, and a variety of other industries.
LDC also markets a multi-purpose, electronic interface card -the IMCI-81
to Automatic Teller Machine manufacturers and refurbishers
for use in ATM machines.

10,000 square foot space used for office, software laboratory and
laminated card production.
Senior Management Team
John
L. Barclay, Chairman, President and CEO
Mr. Barclay founded Laser Data Command, Inc. (LDC) in 1994 and has been the Company’s Chief
Executive Officer and President since that time. Working with a highly selected staff,
he developed the cost-effective integration of data machinations to achieve, among many
other complex document capabilities, high volume production of two-dimensional symbology
to serve airlines, health care, insurance and manufacturing industries for solutions
unique to each. Mr. Barclay has earned recognition in applicable industry associations
with speaking engagements exhibition presence and functional product development.
Prior to founding LDC, he founded Lasermark, Inc. in 1991. Previously with United
HealthCare Corporation, Mr. Barclay guided the development of the HMO and PPO data
processing output strategies, and coordinated the design of the health claims, dental
and pharmacy systems. Mr. Barclay served in a number of management information systems
and general management positions over a thirty-year period with Lasermark, United HealthCare
and Burroughs Corporation. While at Burroughs, Mr. Barclay served on the chief development
team responsible for the first Burroughs 4th generation large-scale computer mainframe system.
With a U.S. Air Force background in cryptography, he has a wide range of technical
developments in laser technology, microwave and data servo technologies.
With a biology major for pre-veterinary medicine, Mr. Barclay completed
his business preparation at San Antonio College in San Antonio, Texas.
Randal
Null, Ph.D., Director
Dr. Null has thirty years of experience in systems design in security and information technology,
strategic and risk management, operational process and metrics, and technical training.
Effective skills include project management, leadership, team building/consensus building, problem solving,
large event coordinator, and strengthening customer relationships. As Assistant Administrator for
Operational Process and Technology/CIO/CTO for the Department of Homeland Security Transportation
Security Administration (TSA), Dr. Null advised and assisted in the development and implementation
of a TSA-wide methodology for risk-based strategic plans and tools. He ensured that operational
processes and metrics were cultivated within each program and office to support the direction of
their plans and programs. He was TSA’s primary subject matter expert in security technology,
information technology, and technical training programs to institute, direct, and maintain critical
operations and support to field and headquarter offices.
Gary
R.Lee, Director
Mr. Lee has been an active and ongoing investor in Laser Data Command, Inc. (LDC) since the fall of 2001,
and continues to positively support and promote the products and processes of LDC in collaboration with
the present Management team. Since the early 1970's he has worked in the Savings & Loan Industry,
the Residential Mortgage Banking Industry, and in Property Management. He holds a Minnesota Real Estate
Brokers License (since 1973 for Salesman's license, and 1994 for Broker's License). In 1984 he was one
of eight people who started North American Mortgage (a local Mortgage Banking Company) which subsequently
was bought out in 1986 by a larger New Jersey Lender. He held the position of Bloomington Branch Manager,
and Vice President. In 1999 he joined Intercontinental Travel Services, Inc. (I.T.S.), a local
entrepreneurial 'start up' company with people he knew, but left in 2002 and has since also been involved
with a couple of other local 'start up' companies, but solely as an early investor.
Thomas
Vande Hei, Senior Vice President, Industry Relations
Mr. Vande Hei served as Director of Information Services of Northwest Airlines from 1994 until he joined
LDC in 2004. During his tenure at Northwest Airlines, he achieved $20,000,000 of savings through
telecommunications service optimization. Also for Northwest Airlines, he coordinated an international
partnership (Europe and North America) for consolidation of operations and services between Northwest
and KLM. During a crippling union strike, he effectively planned contingencies and implemented them
for minimizing expenses and disruption both in shutting down operations and starting them back.
As a board member for SITA, a global company that is a backbone of worldwide commercial aviation,
Tom played a key role in negotiating the spin-off of a new company and the eventual sale to provide
a multi-billion dollar return to the shareholders of the parent company. He developed the information
system plan to support the corporate strategy for centralization of transactional processes leading to
improved service, increased public image and 22% cost reduction. He initiated the planning process for
the introduction of advanced communication products in Australia and the Pacific Rim, increasing market
spread and profitability. Mr. Vande Hei implemented an employee benefit program for personal use of the
corporate commodity services and funded it through payroll deductions at major United States locations,
increasing employee morale and reducing overall expenses. He played a key role in planning and implementation
of the consolidation of two data centers and the simultaneous conversion from medium sized systems to a
large mainframe system, allowing for the shutdown of a major center with subsequent economies of scale.
He moved Northwest Airlines towards a performance based incentive system with a significant impact on
financial performance and reduced employee turnover rate by 60% through team building and organization
development activities and developed an executive compensation consistent with company financial and service
performance goals. As Director, Information Services, Mr. Vande Hei’s responsibilities were operational
management for all computing and communications facilities in support of the airline, from the desktop to
the mainframe, including distributed systems and call center systems. His expanded role encompassed
information security and the project office. Prior to Northwest Airlines, Tom was with Brown-Forman
Corporation. Strategic Information Services Communication; United HealthCare Corporation, Director,
Corporate Telecommunications; Honeywell, Director Corporate Telecommunications Services; and Pfizer,
Corporate Office Services.
George
J. Beaudin, Vice President and Chief Operating Officer
Prior to joining LDC as Vice President and Chief Operating Officer in 2001, Mr. Beaudin was Director
of Applications Development at United HealthCare Corporation since 1990. In this role he was responsible
for the management of a large application development staff supporting this industry leading health care
organization. Mr. Beaudin was responsible for the management of several major re-engineering projects
and for the rapid systems consolidation of various business functions and health plan acquisitions.
Prior to joining United HealthCare, Mr. Beaudin was Director Strategic Systems for Aetna Health Plans.
In this role he managed the systems development staff for several critical applications.
Prior to this position, Mr. Beaudin held several management positions with various financial organizations
and government agencies. He holds a Certificate in Data Processing (CDP) from the Institute for
Certification of Computing Professionals (ICCP) and is a member of a number of professional organizations
devoted to systems development and project management.
Consultants
The following individuals are providing consulting services to the Company in the commercial
aviation industry under contracts containing non-competition, non-disclosure clauses and delineating
the negotiated payment structures. These contracts are available for review at LDC.
Douglas
R. Laird & Associates
The Company has a consulting agreement with Douglas R. Laird, President of BGI Laird & Associates.
Mr. Laird provides the services to the Company. Mr. Laird is an expert in aviation security, corporate security,
and executive protection. He devotes the majority of his time consulting with the international aviation
industry, specializing in operational and technical issues involving security. He has published articles
on aviation security and fraud prevention in several international venues. He is a frequent presenter
and/or panel member at international aviation security conferences. Mr. Laird founded and directs Laird
& Associates, Inc., a company providing International Security Consulting for the Aviation Industry.
Prior to that he had a successful career as Security Director for Northwest Airlines, Inc., where
he was responsible for the overall planning, direction, and management of security for the airline.
Mr. Laird enjoyed a distinguished twenty-year career with the U. S. Secret Service. He is a member
of a number of professional organizations devoted to security, including the American Society for
Industrial Security (ASIS) and the American Association of Airport Executives (AALAE) and has chaired
the Airlines/Airport Subcommittee of the ASIS Transportation Committee. He is an Alumnus of the U. S.
Department of State Overseas Security Advisory Council Executive Board. Mr. Laird holds a M.S. degree
from the George Washington University, Washington, DC and a B.S. degree from Minnesota State University,
Mankato, Minnesota.
Captain Stephen
A. Luckey, Consultant
After a distinguished military aviation career, Capt. Steve Luckey recently retired from a 33-year
commercial flying career as an International 747-400 pilot with Northwest Airlines, flying mainly to
Asia and Europe. In addition to his military and airline training, Capt. Luckey has been active in
numerous anti-terrorist training schools and has trained with the FBI in aircraft related SWAT procedures.
He continues to work with several government law enforcement groups, which plan and develop effective
tactical procedures designed to improve coordination between airlines and tactical LEO (law enforcement officer)
units in the event of a terrorist incident. A 1962 graduate of the University of Pennsylvania,
East Stroudsburg Campus, Capt. Luckey holds a B.S. degree in Mathematics and Science, and has completed
graduate studies in Political Science and Media Technology. Capt. Luckey is an internationally
recognized authority on crimes aboard aircraft.
